The Bishop of Guildford (Chair of the Steering Committee)
moved:
'That the Synod do take note of this Report.'
Following debate, the motion was clearly carried.
Amendments
Two amendments were carried:
In the new section 8(8), leave out the words "and (9) below"
For the new paragraph (a) in section 30(1) inserted by clause
4(2), substitute the following paragraph:
a) is convicted, -
(i) whether in England of elsewhere, of any offence for which a
sentence of imprisonment (including one which is not implemented
immediately) is passed on him, or
(ii) of any offence, other than a summary offence, committed in
England and Wales; or".
Final Approval
The Bishop of Guildford moved:
'That the Measure entitled "Clergy Discipline (Amendment)
Measure" be finally approved.'
Following a division by Houses, the motion was carried.

Following one speech, the motion was was carried.
Long Title
A member of the Steering Committee moved:
'That the Long Title stand part of the Measure.'
The motion was carried.
Draft Measure for Final Approval
Canon David Froude (Bristol) (Chair of the Steering Committee)
moved:
'That the Measure entitled 'Diocese in Europe Measure' be
finally approved.'

'That the Measure entitled "Church of England (Miscellaneous
Provisions) Measure" be considered for revision in committee.'
Following debate, the motion was carried.
DRAFT AMENDING CANON NO. 31
Draft Amending Canon for First Consideration
The Revd Paul Benfield (Blackburn) (Chair of the Steering
Committee) moved:
'That the Canon entitled "Amending Canon No. 31" be considered
for revision in committee.'

THE CHURCH OF ENGLAND FUNDED PENSION SCHEME (AMENDMENT) RULES
2012
Dr Jonathan Spencer (ex officio) (Chair of the Church of England
Pensions Board) moved:
'That the Church of England Funded Pensions Scheme (Amendment)
Rules 2012 be approved.'

CONTINGENCY BUSINESS: PAROCHIAL CHURCH COUNCILS (POWERS) MEASURE
1956
The Revd Christopher Hobbs (London) moved:
'That this Synod call on the Archbishops' Council to bring
forward legislation to amend the Parochial Church Councils (Powers)
Measure 1956 so as to permit a PCC which is a registered charity to
acquire and hold any interest in land and any interest in personal
property to be held on permanent trusts, without any requirement
for the interest to be vested in the diocesan authority.'
Following debate, the motion was adjourned.

FRESH EXPRESSIONS AND CHURCH GROWTH: REPORT FROM THE MISSION AND
PUBLIC AFFAIRS COUNCIL to which is appended FRESH EXPRESSIONS IN
THE MISSION OF THE CHURCH
The Bishop of St Albans moved:
'That this Synod, recognizing fresh expressions as authentic
manifestations of Anglican ecclesiology:
(a) express gratitude to the Fresh Expressions team for its
leadership, inspiration and effectiveness as catalyst to over 1,000
fresh expressions within the Church of England, and many more
ecumenically;
(b) affirm the mixed economy of church as an enduring model for
ministry and mission into the future;
(c) call upon the Archbishops' Council and House of Bishops to
ensure that the report Fresh Expressions in the Mission of the
Church and its recommendations are incorporated into the programme
to "re-imagine ministry" and are reflected in the future work of
the Ministry Division, the Mission and Public Affairs Council and
other National Church Institutions; and
(d) request the Archbishops' Council to report to the Synod
before July 2014 on how the Fresh Expressions team's legacy is to
be secured within the life of the Church.'
The Very Revd David Brindley (Deans) moved as an amendment:
'After paragraph (b) insert as a new paragraph -
"(c) affirm that radical social action and comment are essential
elements of the Biblical witness and Christian tradition, and
therefore of any ecclesiology;".'
Following debate and a division of Synod, the amendment was
carried.
