The Terms of Reference of the group also need to be reviewed to ensure that they are fit for purpose in the context of the implementation of the Independent Safeguarding Board.

A new service providing vital support for survivors of church-related abuse has become operational.

The Archbishops’ Council, at its meeting on Wednesday (Sept 23), voted unanimously for safeguarding proposals to offer both immediate practical support to survivors of abuse and also to strengthen independence in the Church’s safeguarding work.

Victim Support has been awarded the contract to manage Safe Spaces, a joint Church of England/Church in Wales and Catholic Church in England and Wales (CCEW) project to provide a vital support service for survivors of church-related abuse.

The accounts of abuse shared at IICSA’s Child Migration hearing were harrowing and we commend the bravery of those former child migrants who came forward to share their experiences at the Inquiry.

General Synod voted unanimously today to endorse the Church’s response to the five recommendations from IICSA and urged its national safeguarding steering group to work towards a more fully survivor-centred approach to safeguarding, including arrangements for redress for survivors.

The Bishop of Huddersfield, Jonathan Gibbs was announced as the Church of England’s new lead safeguarding bishop in February 2020, taking over from Bishop Peter Hancock, the Bishop of Bath and Wells. In March 2022 it was announced that Bishop Jonathan was to be the next Bishop of Rochester but as planned would continue as the lead safeguarding bishop until the end of March 2023.

Work is underway in all 42 dioceses on the Church of England's Past Cases Review 2 (PCR2) with a key focus on listening to survivors who want to come forward. The Church was criticised for not including their voices in the original PCR 2007/8 as shown in an independent scrutiny report, published in 2018.

The Church of England has published today new House of Bishops’ guidance on reporting safeguarding and other Serious Incidents to the Charity Commission. This is the first time the Church of England has produced Charity Commission approved guidance.

Following the establishment of the National Safeguarding Team in 2015 - replacing a 0.5 national post - the Archbishops' Council has recently reviewed its structure and after consultation will be advertising for a Director of Safeguarding.

Following the recommendations made in IICSA’s investigation report into child migration programmes, published in March 2018, the National Safeguarding Team is now in dialogue with, on behalf of the Church of England, the Child Migrants Trust, an independent charity which supports child migrants and their families nationally and internationally.
